This modernist limestone-and-glass pavilion, the home to all services and departments of Wexford County Council, was built by Robin Lee Architecture. Overlooking the picturesque River Slaney Estuary and the Blackstairs Mountains, the 11,500-square-meters building is composed from six blocks – each dedicated to a different department – which are situated around a centrally located ‘civic forum’.

The ample, five-storey structure is enveloped in a distinctive glass façade while the limestone-clad interior references the rich history of civic buildings in Ireland.

Open and fully accessible, the space supports the way-finding strategy with enquiry desks, public counters and informal seating throughout. Separating the blocks, and filled with planting and serene pools of still water, courtyards bring light into the deeper portions of building and connect the interiors with the surrounding landscape, providing a sense of place and context.

An outer layer of glass wraps around the blocks and acts as the outer skin of a double façade.
